The Arizona Corporation Commission saw a change in its lineup in January, after Democrat Sandra Kennedy returned following a four-year absence. Also, Commission Chair Bob Burns has been consistently aggressive over the past couple of years in trying to use the panel’s constitutional power to look into the utilities it regulates — including Arizona Public Service.
Those factors have led to at least a slightly different approach by the Commission. In part, that included the implementation of a new energy shutoff policy following the news that more than one APS customer died after power had been turned off due to a lack of payment.
