In 2014, the Federal Aviation Administration authorized a planning system that helped modernize how commercial flight paths are developed.
The NextGen system was adopted at Phoenix Sky Harbor Airport and, soon after, downtown residents were put off by the flight noise generated by the new system.
They sued the FAA and eventually won. Flight paths have been adjusted and residents in Scottsdale are experiencing a similar level of noise.
