Since the COVID-19 pandemic was declared, cities, states and countries have all struggled to have enough personal protective equipment — including masks and gloves.
The city of Phoenix, for example, has run into a slow supply chain that recently had it receiving less than 10% of the COVID-19 related goods it had ordered.
