Ten states will conduct the 2020 general election primarily by mail, including five that are doing so in response to the coronavirus pandemic.
Election officials in these states send all registered voters a ballot, which can be returned by mail or at drop-off locations. Voters can still cast a ballot in person on Election Day, but these states have many fewer polling locations than do other states.
