Fed Plan Says China Abuses U.S. Immigration System

To access cutting edge U.S. technology and research, China abuses the immigration system, according to a new multi-pronged Homeland Security plan to counter China’s threat.

Homeland Security describes its plan to counter different kinds of threats from the Chinese in 28 pages.

The authors say China’s disrespect for U.S. law has been proven by a refusal to take back roughly 40,000 Chinese who have overstayed visas or broken U.S. rules. The stonewalling has reportedly forced Immigration and Customs Enforcement to release Chinese people convicted of violent crimes inside the U.S.

The plan also says ICE is working to hamper a secret Chinese government program called Operation Fox Hunt, which illegally harasses, stalks and bullies people into going back to China where they face prosecution.
