A 504 plan for some Arizona students with disabilities can mean the difference between graduating from high school and dropping out.
But a new investigation reveals that not all students are able to equally benefit from these plans — especially those at lower-income schools.
The Arizona Center for Investigative Reporting found that the disparity favors families that can spend time, money and energy advocating for their children.
