There are lots of ways different organizations rank schools, and there are likely at least that many opinions on the best ways to actually do it.
Now, the Thomas B. Fordham Institute has come up with a new one.
The national education policy think tank focuses more on student growth than student achievement, and has ranked the top 50 metro areas in the country in a new report using these new metrics. It ranks Miami at the top of the list, followed by Memphis, Tennessee; McAllen, Texas; and Atlanta. Phoenix comes in at No. 14.
