The Avondale City Council fired its city manager and won’t pay him any severance.
Unspecified amounts of money are at the heart of most of the issues detailed in Charles Montoya’s termination letter.
The letter accused Montoya of ordering city staff to pay him money he wasn’t actually owed, and of improperly taking more tuition reimbursement than he was allowed.
Montoya has also reportedly refused to return a vehicle allowance he got due to an error, and fell behind on paying back a loan he took against his retirement pension.
The letter accused Montoya of having broken the city charter by living outside of Avondale and then lying to officials who asked about it.
The Arizona Attorney General’s Office said it cannot confirm nor deny if Montoya is under investigation.
