A state House Appropriations Committee approved a bill that would make it illegal to videotape police in certain circumstances.
The measure prevents those from recording if they are within 8 feet of an officer interacting with someone without given permission. It also allows someone in a car stopped by police or being questioned to tape the encounter.
The bill was amended, as the proposed version blocked videotaping if the person was within 15 feet of the officer.
Bill sponsor Rep. John Kavanagh says the 8-foot limit is based on a U.S. Supreme Court decision involving protesters.
A letter from the National Press Photographers Association states concerns that the bill violates the First Amendment.
