Arizona voters may decide whether to impose new requirements on residents who vote by mail.
The state House and Senate are moving identical bills that would put a measure on the ballot, asking voters to OK a plan to require more than a signature on those early ballot envelopes. The Senate has already approved its version; the House is set to give final approval this week.
