Bill to ban HOAs from barring artificial turf passes in AZ Senate

The Arizona Senate gave preliminary approval to a measure that would ban homeowner associations from stopping residents from replacing their natural lawns with artificial turf, with some exceptions. 

Without dissent, the bill, which originated with similar language in the House, is now up for a roll call vote. 

The legislation stems from residents who were facing fines for deciding to opt for what they consider to be a more ecologically-friendly alternative.

But this bill does not give full power to the residents. HOAs can set reasonable aesthetic standards, And they can prohibit installing artificial turf if the lawn has "unique vegetation and geologic characteristics that require preservation by the association.''
