Why U.S. guest worker programs have yielded mixed results in the past

Unemployment numbers in the U.S. remain low, but since the pandemic began, the nation has been in the midst of a worker shortage.

And people continue to leave their current positions to try something new, thus creating other holes to fill. So is this the time to see a bipartisan push for expanded guest worker programs?

Juan Garcia is a professor emeritus in the University of Arizona’s history department.

He joined The Show to explain how successful guest worker programs been for the U.S. economy in the past.
