A judge has struck down a bid by Arizona Attorney General Mark Brnovich to make Secretary of State Katie Hobbs produce an Election Procedures Manual the way he wants.
The manual sets guidelines for counties to follow while running elections.
Yavapai County Superior Court Judge John Napper said Hobbs properly exercised her discretion when drafting it and sent it by the Oct. 1 deadline to both Brnovich and Gov. Doug Ducey.
In a Friday ruling, Napper said Brnovich refused to negotiate with Hobbs to draft a new manual and failed to explain how it was contrary to state law.
He added that Hobbs consulted with each county Board of Supervisors and was supported by an overwhelming majority of Arizona election officials.
This leaves counties to follow the manual from 2019 for the upcoming elections.
