Arizona bill would allow any historical American flag to be flown in HOA communities

The Arizona House of Representatives passed a bill that would allow those in HOA communities to fly any historic version of the American flag, including the Betsy Ross flag at the time of the Revolution.

The measure joins an ever growing list of flags the Legislature has allowed to fly in communities governed by homeowners associations.

Saying the bill doesn’t go far enough, Democratic Rep. Athena Salman proposed an amendment to ban all restrictions on flags.

"If we're going to preempt homeowners' associations, and if we're going to start allowing for flags, it is not our job to decide what flags the government favors, what speech the government says is OK, and what speech or flags we don't," Salman said.

That amendment failed to pass. The bill goes to the Senate.
