The state Legislature is on break until next Tuesday.
Last week, the House expelled Republican Rep. Liz Harris, meaning Republicans would not have a majority in the chamber until her replacement comes in.
Maricopa County Board Supervisor and ex-state lawmaker Steve Gallardo says that likely led to the decision.
"When you lose one House member, I think they are waiting for us to make that appointment so they can continue to hand the majority. I'm talking about the Republican Caucus, can continue to be in the majority," Gallardo said.
Gallardo says the break comes as key legislation, such as a budget, has yet to be passed. He and the rest of the County Supervisors have to appoint someone to the position, but have no time limit.
