State lawmakers gave final approval on Monday to a bill that would forbid teachers from calling students by a pronoun that does not match their biological sex.
It passed along party lines, with Democrats asking Republicans to consider its effects.
"We're talking about a community that has been marginalized and misunderstood. And what we're asking for is for understanding of the different experiences that we may have," said Democratic Rep. Lorena Austin, who is nonbinary.
Republican lawmakers also voted to require schools to create reasonable accommodations for any student unwilling to use a restroom designated for their sex. Both measures now head to Gov. Katie Hobbs’ desk.
