The Arizona House of Representatives preliminarily approved a measure Monday to make it harder for voters to enact their own laws.
As it stands, it takes signatures from 10% of voters in the previous gubernatorial election to get an initiative on the ballot.
This bill changes that to 10% of voters from each of the 30 legislative districts.
Democratic Rep. Athena Salman said, "The people of Mohave County, if they can't convince the legislative district residents of Scottsdale that their issue is important enough to refer to everyone else in the state, they get veto power before this thing even gets a vote. That's wrong."
Supporters say it would give a voice to all counties. If approved, the measure would show up on next year’s ballot.
