Traffic was shut down in both directions on Interstate 10 near 16th Street during morning rush hour on Monday because of a person on top of a pedestrian bridge, officials said.
The Phoenix Police Department, Phoenix Fire Department and the Department of Public Safety worked together to negotiate with the person since 7:40 a.m., Phoenix police said.
Police said around 11:30 a.m. that the person had complied and had been lowered to safety.
On social media, some drivers reported being stuck in standstill traffic for up to two hours.
ADOT said the freeway reopened in both directions just before noon.
