The complaint filed by the Cardinals and the Arizona Sports and Tourism Authority says that Glendale plans to let VAI Resorts start building its parking garage in January.
The Cardinals and the stadium owner allege that a settlement to an old fight over parking means the city needs their permission first.
Glendale reportedly disagrees because resort guests would only park in the garage above a lot where the city would keep meeting a contractual obligation to provide thousands of spaces to stadium-goers.
