Kelly wants to restrict former U.S. soldiers from training Chinese, Russian militaries

A bill co-sponsored by Arizona Sen. Mark Kelly wants to prevent former members of the U.S. military from training with Chinese and Russian armed forces.

The “No Work with Adversaries Act,” introduced by Kelly earlier this month, would restrict all current and former members of the U.S. military from taking jobs with entities seeking information for Chinese and Russian governments.

Kelly, a 25-year Navy veteran, says former military members are giving enemies an advantage.

“We had this major issue with ex-members of the military, training members of the PRC, giving them capabilities that they didn’t previously have," he said.

According to the bill, public records show that the People’s Republic of China employed former military personnel from the U.S., and its allies, to train Chinese militaries on specialized skills.

Sens. Tom Cotton, Martin Heinrich and Jeanne Shaheen co-sponsored the bill.
