The state Senate voted to deny a request to let the House adjourn for a week in March so 17 of its members could go on a trip to Israel.
Each chamber must get permission from the other for trips longer than three days.
Rep. Alma Hernandez, who has pushed bills promoting Holocaust education, organized the trip to meet up with families of hostages from the Oct. 7 attack.
Sen. Anthony Kern voted against the request.
"We are here to do the people's work. We have been elected to stay in this Legislature to do a budget, to do good legislation. And the voters, to me, are not being represented well," Kern said.
House Speaker Ben Toma says there is a legal workaround to go on the trip slated for March 7-12.
