The Phoenix City Council has authorized a development agreement for approximately 2,300 acres of land surrounding the Taiwan Semiconductor Manufacturing Company (TSMC), according to the council agenda.
The site is called Halo Vista and it will surround TSMC’s chip fabricator plant on three sides at the Loop 303 and I-17.
The development will be a mixed-use commercial park, consisting, in part, of an estimated 12 million square feet of industrial space and 3.5 million square feet of flexible technology and office space.
The rest will be a mix of shops, restaurants, car dealerships and residential units. Council documents say Halo Vista is expected to generate 62,000 jobs at ultimate build-out and will be a hub of industry and research in the Southwest.
The city will reimburse the developers for public infrastructure improvements on the site, like wastewater lines, streets and traffic signals.
