Multibillion-dollar development proposed for east Mesa

A multibillion-dollar development is being proposed for east Mesa.

The developer says the project would generate approximately $56 billion in economic output and create 20,000 jobs over the 20-year development.

Vice President of Development for Vestar Ryan Ash says the mixed-use development, known as Legacy Park, would include retail, residences, a hotel and a park.

“Given the proximity of our site immediately next to the airport, we really think Legacy Park is going to be the new hub for not only employment, but lifestyle, retail and luxury living,” he said.

Vestar is known for developments throughout Arizona, including Tempe Marketplace and Desert Ridge Marketplace. Ash says the company seeks to bring more lifestyle retail to the East Valley.

“We recognize that there was a real need for additional retail to serve the southeast valley and beyond that there was a need for more lifestyle retail, which Legacy Park is bringing,” he said.

Ash says the company expects to present its proposal to the City Council in the first quarter of 2026. If approved, the company says it expects to break ground in 2027.
