Horne's lawsuit against Arizona dual-language learning model ends at state Supreme Court

The Arizona Supreme Court declined to review a lawsuit concerning the use of a dual-language learning model.

This is a win for Attorney General Kris Mayes, Gov. Katie Hobbs and 10 Arizona school districts.

In 2023, Superintendent of Public Instruction Tom Horne filed a lawsuit accusing the 50-50 dual language model of being ineffective and violating state law.

The model, which was approved by the state Board of Education, has English language learner students spend half the school day in English and the other half in another language.

The Supreme Court’s decision now preserves the lower courts’ rulings to dismiss Horne’s lawsuit.
