Voters who cast an early ballot but die before Election Day will still have their votes count.

That is according to the state’s Elections Procedures Manual, which gives counties guidance on the law of how to conduct elections.

Gabriella Cazares-Kelly, Pima County recorder, says once a signature on the ballot envelope is verified, the ballot itself essentially becomes anonymous.

"If we have verified the voter and it matches the signature we have on file, and we have accepted that ballot affidavit, then it will go to the Elections Department," She said.

Early ballots that have been filled out but not signed before a voter’s death would not count.
