First reported by the Arizona Daily Star, Lizette Ybarra, spokesperson for Puerto Peñasco’s tourism department told AZPM that every foreigner coming into the country must have a Forma Migratoria Múltiple, referred to as an FMM form.

"In this case, people who regularly travel to Rocky Point, upon crossing the border, were randomly asked for it by the authorities on the Mexican side,” she said in Spanish. “For many people, it wasn’t requested, while for others, it was. But as I mentioned, it’s random."

While tourists are already required to have it, she says authorities are less likely to ask for it until May.
