Benson deputy city manager created fake profile to back aluminum plant, records show

A planned aluminum recycling facility in Cochise County has drawn strong community pushback for several months.

One city official adopted an unusual — and possibly unethical — strategy to convince locals to support the plan.

Benson Deputy City Manager Jay Howe made a fake Facebook profile — under the name Frank Mills — that he used to argue with opponents of the aluminum plant. That’s according to emails obtained through a public records request.
