Complaints expose rift between Sedona's police chief and mayor

The police chief in Sedona accuses the mayor of harassing her to reinforce a department culture based on toxic masculinity.

The mayor, who spent decades in law enforcement, accuses the chief of leading a hostile work environment.

Mayor Scott Jablow’s three-page complaint asks the city manager to place police Chief Stephanie Foley on paid leave and under investigation for the second time in about a year.

The Sedona Red Rock News reported an outside firm did not find evidence that proved previous claims against Foley.

Foley’s own 157 page human resources complaint alleges that Jablow bonds with her male subordinates to challenge Foley’s authority.

A city spokesperson says the personnel clash is confidential and an independent review is underway.
