Phoenix police want public feedback on a new draft policy for interacting with young people.

The department was called out by federal civil rights investigators last year for officers not accounting for the vulnerability of children.

The Phoenix Police Department’s six-page draft policy for youth interactions covers how to interview kids, when handcuffs can be used and more. It requires officers to make neutral decisions and explain them when time allows.

A roughly monthlong window to comment on the draft runs through Nov. 22.

Work on a youth interaction policy began after the Justice Department said that Phoenix police escalate minor encounters with children by using foul language and needless violence.

The finding was part of a blistering civil rights report on Phoenix police that the Trump administration has since retracted.
