Phoenix police made an arrest in the shooting of four people in downtown Phoenix early Sunday morning.
Police say the suspect — 22-year-old Keon Joubert — did not appear to know the victims and they likely weren’t his intended targets.
Sgt. Rob Scherer says the suspected shooter was involved in an argument with someone else, but that person was not hit. The shooting happened just after 2 a.m. on Sunday near First and Washington streets.
“In a horrifying element of that, being that potentially at least one if not all of these victims were wrong place, wrong time and unfortunately suffered gunshot wounds," said Scherer.
Three women were taken to the hospital with non-life-threatening injuries. A man remains in critical condition.
Police say they are not aware of any additional suspects.
