Mesa traffic officials used the incorrect signature of a judge when it issued thousands of photo enforcement traffic citations.

The city says that between 2020 and 2021, over 43,000 citations issued by the police department carried the incorrect signature of a magistrate judge. A similar error took place again in 2024 when more than 2,000 citations were issued using the incorrect signature of another judge.

Ken Cost is an assistant city manager with the city of Mesa.

“One of the things I want to make sure the public knows is that all the citations that were issued were within the law and Mesa acted within the law, and a judge's signature is not required," he said.

Cost says the city became aware of the issue after public records were requested by some citizens, as well as a state lawmaker.

Due to the citations' validity, no refunds or reimbursements have been issued.
