The U.S. Justice Department says the list of groups who Phoenix police discriminate against includes Blacks, Hispanics, Native American and people with behavioral health disabilities.

Jeremy Helfgot has served for about a decade on public boards and committees aimed at reforming Phoenix police.

He said the report by the feds shows change is needed throughout the department.

“It’s a betrayal of what the city is supposed to be doing, which is protecting and serving its citizens," Helfgot said. "And the police department as an extension of that clearly needs to take a good hard look at what it's doing.”

Police unions have rejected findings of the roughly three year investigation and called the review a farce.
