Arizona Congressman Greg Stanton grilled the acting FEMA Director David Richardson in a hearing at the Capitol on Wednesday.
Stanton said the agency acted with incompetence and indifference in responding to the catastrophic Texas floods that killed over 130 people.
In challenging Richardson, the congressman asked why more rescue crews were not pre-positioned following weather reports.
"Federal law requires FEMA to anticipate the needs of states and disasters to coordinate proactively and not to wait on the state’s request for positioning resources," Stanton said.
While Richardson claimed a Texas-based FEMA group was on the ground the first day of the floods, Stanton asked why more of the agency’s urban search and rescue crews were not at the ready.
