On Tuesday, the Phoenix City Council is scheduled to talk about developing a transparency initiative in case of a large-scale federal immigration enforcement operation.

A letter from the Phoenix mayor to the city manager says the city has a responsibility to give residents accurate information, clear guidance and resources.

The letter notes that officials must comply with federal and state law, but council members have concerns that immigration authorities have violated civil rights.

So city staff are assigned to come up with a framework for documenting abuses, ensuring multilingual communication and more.

At least one group plans to show up and demand the city protect people from Immigration and Customs Enforcement.
