The Phoenix City Council on Wednesday approved requiring Immigration and Customs Enforcement agents to ask permission before using certain city property.

The administrative regulation does not apply at city airports or municipal court.

But without preapproval, ICE is now banned from using Phoenix city property as an operation base, to stage units and to process people arrested.

The effort called a Community Transparency Initiative will also let people submit complaints about lawlessness by federal authorities through the city’s police oversight office.

Dozens of people spoke in favor of the measure during the city council meeting.

Their comments came after protesters shut down a February meeting to study ideas for holding ICE accountable.
