Phoenix attorney says new mass deporation playbook should be taken seriously

Groups such as the Heritage Foundation, calling themselves the Mass Deportation Coalition, have released a new playbook — and the plan’s centerpiece is worksite enforcement.

Metro Phoenix recently saw worksite raids of more than a dozen Zipps sports bars.

The Mass Deportation Coalition playbook wants that style of enforcement greatly increased, with employers held accountable.

“And they are not being vague. They are being very clear. And historically when policies are outlined this explicitly, we should take them seriously,” said Juliana Manzanarez, an attorney in Phoenix.

Manzanarez also said the playbook aims to restructure how employment verification is monitored and enforced.

“And the idea is that if you remove access to jobs, you remove the incentive to stay,” she said.

A former Zipps kitchen manager who pleaded guilty to knowingly hiring undocumented people is scheduled to be sentenced in June.

The Mass Deportation Coalition wants a proposal being pushed by some state lawmakers to become national policy.

The idea is to bar undocumented people from using banks, credit unions and even check-cashing services.

Manzanarez said people have to function in an economy that is increasingly cashless.

“If there’s no bank account, there’s no lease approvals. There’s no credit. There’s no way to pay your bills. There’s no way to pay your rent or your mortgage. And it effectively pushes people out of the formal financial system,” she said.

The Arizona bill to block financial services for undocumented people passed the Senate in February but still needs to clear the House to make it to the governor’s desk.
