Groups such as the Heritage Foundation, calling themselves the Mass Deportation Coalition, have released a new playbook — and the plan’s centerpiece is worksite enforcement.
The Mass Deportation Coalition playbook wants that style of enforcement greatly increased, with employers held accountable.
“And they are not being vague. They are being very clear. And historically when policies are outlined this explicitly, we should take them seriously,” said Juliana Manzanarez, an attorney in Phoenix.
Manzanarez also said the playbook aims to restructure how employment verification is monitored and enforced.
“And the idea is that if you remove access to jobs, you remove the incentive to stay,” she said.

A former Zipps kitchen manager who pleaded guilty to knowingly hiring undocumented people is scheduled to be sentenced in June.
The Mass Deportation Coalition wants a proposal being pushed by some state lawmakers to become national policy.
The idea is to bar undocumented people from using banks, credit unions and even check-cashing services.
Manzanarez said people have to function in an economy that is increasingly cashless.
“If there’s no bank account, there’s no lease approvals. There’s no credit. There’s no way to pay your bills. There’s no way to pay your rent or your mortgage. And it effectively pushes people out of the formal financial system,” she said.
More than 350,000 Haitians are living and working legally in the U.S. under the status — which is available to nationals from countries deemed unsafe to return to because of war, natural disasters or other crises.
The department did not release a list of names of the people it says are family, business or personal acquaintances of people associated with the drug cartel.
In a letter to new DHS Secretary Markwayne Mullin, Gallego and Kelly say they’re writing to follow up on an original request from February — in which they asked the agency for more details about plans for a warehouse facility in surprise, and an old jail in Marana, just outside Tucson.
State Sen. John Kavanagh said there already are laws that make it a crime to physically obstruct police who are trying to make an arrest. What's needed, he said, is something to criminalize those who obstruct police by warning those police are seeking.
