The venue would need to have at least a 1,000-seat capacity. It provides exemptions for people with permission from event authorities and utility companies.
But Republican Rep. Alexander Kolodin says the bill is far too broad, and would effectively ban drone flights in most major cities.
"We don’t want drones to record ticketed events and that's fine. That’s a different bill. OK, because this bill applies whether or not the event is indoor or outdoor, whether or not the drone operator even knows the event is going on," Kolodin said.
The bill goes back to the Senate.
